

A Focus on Systems Transformation
Our project highlights the connection between Multi-Tiered Systems of Support (MTSS), Universal Design for Learning (UDL), executive functioning, and evidence-based reading strategies. Working closely with both a school-based team and a Supervisory Union (SU) team, we explored effective models for MTSS and intervention at the secondary level. Through site visits and extensive research, we developed recommendations for administrators and refined our secondary SU-level MTSS guide.
A central outcome of this work is the creation of the High-Quality Instructional Playbook, designed to strengthen Layer 1 instruction in every classroom. The playbook offers practical techniques aligned with the UDL 3.0 framework, supports the development of executive functioning skills, and integrates evidence-based reading strategies across content areas. This resource supports high-quality, inclusive instruction that can meet the diverse needs of secondary learners.
To ensure sustainability, we developed a team of educators and interventionists serving grades 6–12 across the SU. This team participated in a summer 2025 retreat focused on refining the playbook and beginning to develop their own instructional materials. Moving forward, members of this team will collaborate with school administrators to design professional learning opportunities and support colleagues in applying strategies from the playbook.
Together, these efforts build a cohesive and enduring system that aligns high-quality instruction with responsive intervention, advancing equity and access for all secondary students.
